The "Trust Fund" was designed as a way create a surplus every year to pay down the national debt so by 2017, when the fund will have to be drawn on, the interest on the debt would be negligible and the bonds (really IOU's) in the trust fund could be easily paid from the general fund. However, the exact opposite has occurred; the Social Security surpluses have been squandered every year since 1983 and all but two of those years have had massive budget deficits. Our national debt approaches 10 trillion dollars, and in 2017 there will be nothing but IOU's in the Trust Fund, and the pyramid scheme will eventually collapse. If the Trust Fund surpluses were actually saved and/or invested (in something other than Treasury bonds), we would actually have something to pay benefits with for many more years without skyrocketing taxes, and eventual Social Security reform (which is necessary due to demographics) would thus be a lot easier to accomplish.
